This is due to a sale for the academy graduate being marked as 'pure profit' as they seek to comply with Profit And Sustainability rules.
On the field, Gallagher has been one of Chelsea's top stars this term having made 46 appearances in all competitions.
He supplied the assist for the first goal, scored by Trevoh Chalobah, in Chelsea's 2-0 win over Tottenham on Thursday night.

Wearing the captain's armband on 23 occasions this season, it's clear how highly Gallagher is rated by Pochettino, but according to the Argentine boss, a final decision on the midfielder's future won't be his.
Asked about his future, Pochettino explained: "I am not involved. I do not know nothing."
Discussing his importance, he added: "You can see. My starting XI, the whole season he has always been there, in all of the circumstances he is always there.
"I am not involved in the decision. It is a situation they need to fix between the club and the player."

Pochettino's comments came after Chelsea boosted their hopes of an unlikely finish in the European spots with the triumph over their London rivals.
Victory saw the Blues move to within three points of the top six in the Premier League, while Spurs are seven points off fourth-placed Aston Villa having played a game less.
